PUBLIC NOTICE

BOARD OF REVISION for 2020

 

Public Notice is hereby given that the 2020 Assessment Roll for the Rural Municipality of Armstrong has been delivered to the Municipal Office at Inwood, Manitoba and is open for public inspection during regular business hours. Applications for revision may be made in accordance with sections 42 & 43 of the Municipal Assessment Act:

 

APPLICATION FOR REVISION

 

42(1) A person in whose name property has been assessed, a mortgagee in possession of property under section 114(1) of The Real Property Act, an occupier of premises who is required under the terms of a lease to pay the taxes on the property, or the assessor may make application for the revision of an assessment roll with respect to

  1. liability to taxation;

  2. amount of an assessed value;

  3. classification of property; or

  4. a refusal by an assessor to amend the assessment roll under subsection 13(2).

     

    APPLICATION REQUIREMENTS

     

    43(1) An application for revision must

  1.  be in writing;

  2.  set out the roll number and legal description of the assessable property for which    revision is sought;

  3. state the grounds on which the application is based; and

  4. be filed by

  1. delivering it or causing it to be delivered to the office of The Rural Municipality of Armstrong at Inwood, Manitoba, or

  2. serving it upon the Secretary,

     

    at least 15 days before the scheduled sitting of the Board of Revision.

     

    The Board of Revision will sit on Thursday, September 12, 2019 at 10:00 A.M. in the Council Chambers in Inwood in the Rural Municipality of Armstrong to hear applications.

     

    The final date on which applications must be received by the Secretary of the Board is Tuesday, August 27, 2019 at 4:30 PM.

TAX BILLS AND REFUSE PERMIT TAGS

TAX BILLS HAVE NOW BEEN MAILED OUT AS OF JULY 25, 2019. THIS YEAR YOU WILL BE RECEIVING A REFUSE PERMIT TAG WITH YOUR RESIDENCE TAXES. THE TAG IS TO BE USED EVERYTIME YOU GO TO OUR TRANSFER STATIONS OR WASTE DISPOSAL GROUNDS. IF YOU DO NOT HAVE A PERMIT YOU WILL BE DENIED TO DUMP. THE PERMIT PROCESS WILL BE IN EFFECT STARTING SEPTEMBER 1, 2019.

Changes to Manitoba Education Property Tax Credit Effective Jan. 1, 2019

Changes to Manitoba Education Property Tax Credit (EPTC) will be effective January 1, 2019

A legislative amendment was passed this spring that changes how the education property tax credit (EPTC) will be applied to resident homeowner's property taxes. Effective January 1, 2019 EPTC will be applied to school taxes only.

Important changes:

  • The EPTC will no longer apply to municipal property taxes;
  • The property tax minimum threshold amount of $250 has been eliminated;

This means that about approx. 200 of our residents could be affected and are going to see an INCREASE in their tax bill ranging anywhere from $2.00 to $400.00.

 TAX PAYMENTS

Tax Payments can be made by cash, debit, cheque, money order/bank draft and at most banks by Telpay: Biller code 007914 ARMSTRONG (RM) TAX or at selected Credit Unions by Central 1: Biller code 12903 RM of Armstrong (MB) – Taxes. Please note that when making a payment at the bank it takes a few days before it reaches the RM Office.

We do not accept credit card payments.

PENALTIES

Penalties of 1.25% will be added on November 1, 2018 and on the first day of each month thereafter. Penalties imposed and remaining unpaid at the end of the year are added to the tax arrears and penalties will accumulate on the balance until paid. Lands in arrears for more than one year will be subject to tax sale.

Recycling Process 

The RM is now commingling recycling into large metal blue bins at all our locations (Inwood WTS, Chatfield WTS and Meleb Waste Disposal Grounds). We no longer require you to sort these items that were being previously sorted into the large white grain bags. These items will be put all together into one bin except for the glass. Glass is to be put into the bin for glass only. Also plastic bags are not to be put into the bins so the recycles must we dumped into the bins loose. There are smaller recycle bins beside the big blue recycling bins to dispose of the plastic bags.

 The items allowed in the bins are:

(no glass in mixed bin)

  • Mixed Paper and Newsprint (no books)

  • Boxboard and Cardboard (flattened)

  • Plastic Bottles, Jugs and Food Containers (rinsed) #1-7 plastics

  • Aluminum and Metal Cans

  • Cartons and Juice Boxes 

Keep out plastic bags, paper towels, styrofoam, wrappers, food waste and liquids.

All other recycle items such as tires, electronics, scrap metal, paint, oil etc. remains the same and have separate designated areas to place these items. Tree branches, leaves and untreated wood are to be put in the burn cell area.

The process change is to encourage more recycling by making it user friendly and therefore having less waste going into our landfill. The more recycling we do the more refund the municipality receives back and the cleaner of an environment we have to live in. We are not charging tipping fees as of this time but this may change in the future in order to ensure we are all doing our part by recycling what we can.


Signage / Civic Addressing

New “blue” signs are being put up at the end of your driveways. These are the 911 initiative to help emergency persons locate you quicker should you be in need of assistance. It will also be used as your new civic address.

Please memorize your road number (including the NE or NW part) as well as your new civic number (blue sign), you will need both the road number as well as the civic number in order for emergency persons to locate you.

As we are still in the installation process it will take time for all residents to receive their numbers and therefore the information has not yet been submitted to Manitoba Telecom Services to synchronize the data to ensure that these numbers are identifiable when calling 911.
