CORONAVIRUS (COVID-19)

The RM of Armstrong is and will continue to work in cooperation with our Federal and Provincial partners in addressing public safety protocol in respect to COVID 19.  

Council is implementing the following strategic actions to assist with keeping the risk to the general public minimal:

Administration Office: Office is closed to the public but business can still be conducted via phone, email, electronic banking, mail or drop off service.

Council will review methods by which we will continue to hold public meetings.

Public Works and Waste Sites will continue as usual with hygienic best practices implemented.

Council is advising that community centres and halls be closed to the public and that all public events be cancelled.

MUNICIPAL OFFICE IS CLOSED TO THE PUBLIC

Due to concerns surrounding the coronavirus the RM of Armstrong Office is CLOSED to the public until further notice. Staff are still working. If you need to contact us please call our office at 204-278-3377 or email cao@rmofarmstrong.com

for tax payments please call to arrange e-transfer payments or EFT through  Noventis or Telepay. We do have a drop box on the door of the municipal office in Inwood to drop off cheques. 


 All Manitobans should practice good social distancing strategies including minimizing prolonged (more than 10 minutes), close (less than two metres) contact between other individuals in public.

Anyone displaying symptoms of having COVID-19, particularly those who have travelled internationally in the past 14 days, are asked to contact Health Links-Info Sante at 204-788-8200 or toll-free at 1-888-315-9257 for further information.

BACKGROUND INFORMATION ATTACHED
Any person concerned about their exposure to or risk of having COVID-19 should first call Health Links–Info Sante at 204-788-8200 or 1-888-315-9257 (toll-free) to ensure they receive medical advice appropriate to their specific health concerns.

Starting March 12, individuals in Winnipeg directed by Health Links–Info Sante to be tested for COVID-19 will be asked to visit a community screening location.  The first two community screening locations will open today, at Access Winnipeg West (at 280 Booth Dr.) and Access Fort Garry
(135 Plaza Dr.).

Screening will be available at these locations from 9 a.m. until 7 p.m. on weekdays and until 4 p.m. on weekends.  Those who require screening after hours will still be directed to urgent care sites and emergency departments. In addition to screening, these centres remain open for regularly scheduled clinic activities.

People living outside Winnipeg who are concerned about their exposure to or risk of having
COVID-19 should call Health Links–Info Santé at 204-788-8200 or 1-888-315-9257 (toll-free) for further information.

Being prepared also means seeking official sources of information to ensure the most up-to-date and accurate information is being used.  MHSAL is also urging media to exercise caution in reporting information related to the evolving COVID-19 situation and to avoid hearsay or speculation, as this can spread misinformation.

Public Notice

The Tuesday April 14th, 2020 Regular Council Meeting has been rescheduled to be held on Friday April 17th, 2020.


Tax deadlines passed - interest is added on all outstanding amounts. 2019 Real Property Taxes were due by October 31,2019 as stated on the tax statements you would have received in the mail at the address we have on file for you. It is OWNERS RESPONSIBILITY to make sure our office has the current mailing information.

All properties that are 2 years in arrears (2018 tax year) are at risk of tax sale and notices have been sent out with the deadline of MARCH 31st, 2020 to clear up those arrears.

If you are unsure of any amounts owing, need information on where to send payment or need to update your mailing information please contact the RM Office.

TAX PAYMENTS

Tax Payments can be made by cash, debit, cheque, money order/bank draft and at most banks by Telpay: Biller code 007914 ARMSTRONG (RM) TAX or at selected Credit Unions by Central 1: Biller code 12903 RM of Armstrong (MB) – Taxes. Please note that when making a payment at the bank it takes a few days before it reaches the RM Office.

We do not accept credit card payments.

We are now accepting payment by E-Transfer. Please call the RM Office to give your answer to security question.

PENALTIES

Penalties of 1.25% will be added on November 1 and on the first day of each month thereafter until paid in full. Penalties imposed and remaining unpaid at the end of the year are added to the tax arrears and penalties will accumulate on the balance until paid. Lands in arrears for more than one year will be subject to tax sale.

ANNUAL PUBLIC NOTICE
 Additions to the Voters List

In accordance with Section 36 of the Municipal Councils and School Boards Election Act (MCSBEA), the Rural Municipality of Armstrong Voters List is open for changes and revisions.

Any person who is eligible to vote in municipal elections in the Local Authority of the Rural Municipality of Armstrong can have his/her name added to the Voters List, or have any information about the voters on the Voters List corrected.

To implement the above please contact the Rural Municipality of Armstrong by mail, phone, fax or e-mail.

Snow clearing in the RM of Armstrong

For the safety of grader operators and everyone travelling on our roadways we ask that NO SNOW be pushed or cleared across provincial or municipal roads. This could lead to ridges, hard banks or soft spots which are dangerous for all drivers. This applies to clearing your driveway with any type of equipment or businesses who clear snow with equipment.  Should this occur and there are damages, you could be held liable for repairs or maintenance COSTS.

It is important to know that the grader operators will NOT lift the blade between driveways as it passes by. Doing so would be extremely time consuming and costly. Every property owner is responsible for the upkeep of their own entries to the residence and that includes the ridge left by the grader during its pass.

It’s also important to remember that during a winter blizzard, high winds and in the middle of the storm operating a grader can be unsafe, therefore the snow clearing will commence after the bad weather passes. There are no priority roads or set routes for starting or finishing the snow clearing. Our RM is spread out wide and we have over 600 miles of roads to clear. Please remain patient, the snow clearing of our RM takes about 48 hours to be completed.

REFUSE PERMITS: Please ensure your have your Refuse Permit to gain access to the waste disposal grounds and transfer stations. If you do not have your blue and white refuse permit, access will be denied. If you require a new permit, please obtain one from the Municipal Office. There will be a $10.00 charge for replacement of permits.

ELECTRONICS RECYCLING: We are currently working on a program for residents to dispose of their electronics property. Until the new program is established, if possible hold onto your e-waste until the program is set up and running. If you need to drop of e-waste please drop off in the designated areas, these areas will be cleaned up and sent for recycling once the program is running.

Signage / Civic Addressing

Blue Signs have been put up at the end of your driveways. These are the 911 initiative to help emergency persons locate you quicker should you be in need of assistance. It will also be used as your new civic address.

Please memorize your road number (including the NE or NW part) as well as your new civic number (blue sign), you will need both the road number (green sign or road name) as well as the civic number in order for emergency persons to locate you.

Most all residents should by now all have their blue signs posted at the end of their lanes. The RM will supply and install civic addresses at locations/driveways where public utilities are present ie: hydro/phone. If you qualify for a sign and don't have one please call the Municipal Office. Signs can be ordered at a charge for vacant property. If you have a sign please make sure it matches the number on your telephone land line (Bell MTS) bill and your municipal tax bill.
