If attending our office, we ask that the following measures be adhered:
  • If you are experiencing any COVID-19 related symptoms, please do not attend our office;
  • All visits will be done by appointment only so if you are coming to speak with us, please call or email to make an appointment;
  • In order to adhere to physical distancing requirements, we will be limiting the public to 1 person at one time in the office;
  • It is mandatory that anyone entering the office wear a face mask or face covering;
  • Hand sanitizers are available and we request that anyone entering the office sanitize upon entry.

Other important information:

  • Regular council meetings & public hearings continue;
  • Property taxes should be paid on-line, mailed in or placed in our drop box at the front door of the Municipal Office to avoid entry to the office due to limited capacity;
  • All inquiries should be done through email or phone call.

Assistant CAO and Office Clerk


The Rural Municipality of Armstrong is inviting applications for the positions of full-time Assistant Chief Administrative Officer (ACAO) and casual Office Clerk.

Assistant CAO

The ACAO will assist in the management and implementation of all aspects of daily municipal finance and administration. We are seeking an individual that has advanced skills in accounting, and has the ability to lead, oversee and implement organizational administration, assisting, reporting to and taking direction from the CAO. A high level of ability to communicate and assist staff, council, and the public will also be expected from the successful candidate and excellent human resource skills will be required.

The ACAO may be expected to assume the authority and duties of the CAO in an acting capacity when appointed to the role in the CAO’s absence.

ACAO Assets considered: CMMA course certificate or extensive experience in local government/public sector environment, high-level accounting and managerial skills/background; knowledge of federal, provincial and municipal legislation; extensive computer and software experience (accounting, Microsoft Word and Excel, Asyst).

Office Clerk

The Officer Clerk will be responsible for providing administrative and clerical support and receptionist services to the municipal full time administrative staff. This casual on-call position will be scheduled to replace full-time administrative staff during periods of vacation and/or illness or during busy workloads. This position requires a highly motivated and resourceful individual with a strong focus on customer service with a pleasant phone manner. Applicants must have well developed organizational and time management skills and the ability to communicate effectively.

The successful candidate must have exceptional interpersonal skills to effectively interact with the public, staff, council and external agencies. Post-Secondary education in office administration and/or related field combined with office administration experience.

Viewing of equipment is available on Tuesday June 22, 2021 between the hours of 9 a.m. to 4 p.m. at the public works yard located beside the municipal office at Lot 55 Highway 17, Inwood, Manitoba.

Bids will be reviewed at a meeting of council after closing date. Successful bid accepted by council must be paid in full within 48 hours of notification and item removed within one week. Please note: GST will be added to the successful bid.

Employment Opportunity

Casual Summer Public Works Employee

The Council of the Rural Municipality of Armstrong invites applications for the position of Casual Summer Public Works Person for the 2021 season during the months of June to September 2021.    

Specific Duties and Responsibilities:

Operates tractor and mower;

Cuts grass on roadsides, parks and cemeteries;

Installs and repairs culverts;

Hauling and loading of culverts;

Installs and repairs signs;

Gravel checking;

Use of various power tools and equipment;

Minor property/building maintenance;

Assistance at the Waste Transfer Stations and Waste Disposal Grounds as required;

Supervise Green Team;

Other duties as assigned.

Working conditions: Seasonal, working hours set as per weather conditions and work availability;

Must be able to handle moderate physical tasks as some heavy lifting may be required.

Safety procedures and use of safety equipment are required.

Skills and experience:

Experience in road construction and maintenance;

Ability to work with minimal supervision;

Supervisory skills;

Good communication and interpersonal skills;  

Valid driver’s licence;

The Council of the RM of Armstrong is very concerned with the current dry conditions. In order to control fires a burning ban is being designated within the boundaries of the RM of Armstrong. The burning ban is effective immediately and will remain in effect until further notice. The burning ban includes, but is not limited to camp fires, garbage burning, yard waste or agricultural waste burning. Please note that if a fire is lit during this period and becomes out of control the person who lights the fire will be held responsible for resulting damages and costs as per By-law 2-19.

Tax Payments can be made by cash, debit, cheque, money order/bank draft and at most banks by Telpay: Biller code 007914 ARMSTRONG (RM) TAX or at selected Credit Unions by Central 1: Biller code 12903 RM of Armstrong (MB) – Taxes. Please note that when making a payment at the bank it takes a few days before it reaches the RM Office.

We do not accept credit card payments.

We do accept payment by e-transfer please call the municipal office for details at 204-278-3377.


Penalties of 1.25% will be added on November 1 and on the first day of each month thereafter until paid in full. Penalties imposed and remaining unpaid at the end of the year are added to the tax arrears and penalties will accumulate on the balance until paid. Lands in arrears for more than one year will be subject to tax sale.

REFUSE PERMITS: Please ensure your have your Refuse Permit to gain access to the waste disposal grounds and transfer stations. If you do not have your blue and white refuse permit, access will be denied. If you require a new permit, please obtain one from the Municipal Office. There will be a $10.00 charge for replacement of permits.

ELECTRONICS RECYCLING: We are currently working on a program for residents to dispose of their electronics property. Until the new program is established, if possible hold onto your e-waste until the program is set up and running. If you need to drop of e-waste please drop off in the designated areas, these areas will be cleaned up and sent for recycling once the program is running.  





Signage / Civic Addressing

Blue Signs have been put up at the end of your driveways. These are the 911 initiative to help emergency persons locate you quicker should you be in need of assistance. It will also be used as your new civic address.

Please memorize your road number (including the NE or NW part) as well as your new civic number (blue sign), you will need both the road number (green sign or road name) as well as the civic number in order for emergency persons to locate you.

Most all residents should by now all have their blue signs posted at the end of their lanes. The RM will supply and install civic addresses at locations/driveways where public utilities are present ie: hydro/phone. If you qualify for a sign and don't have one please call the Municipal Office. Signs can be ordered at a charge for vacant property. If you have a sign please make sure it matches the number on your telephone land line (Bell MTS) bill and your municipal tax bill.
